Jason Lemieux is another testifier providing accounts of a gradually disappearing ROE. Jason spent four years and ten months in Iraq; he even extended his enlistment in order to deploy to Iraq for a third time. During Jason's second tour, the ROE devolved into "anyone on the streets can be considered an enemy combatant." This led to at least one murder that Jason witnessed. After that two-day firefight, the ROE were loosened once again. Now, hostile intent was all that was required to justify a shooting. Lemieux says that the constantly-changing ROE only led to much more death and destruction than was necessary. |
